As Director of Regulatory Affairs, Tisha has oversight and responsibility for the daily operations of the Bureau of Alcohol Education, which strives to reduce underage and dangerous drinking and promote responsible consumption, and the Bureau of Licensing, which is responsible for the issuance and renewal of tens of thousands of retail, manufacturing and wholesale beverage alcohol licenses annually.
Tisha has been with the PLCB for 35 years holding various positions and eventually being named director in 2016. She has vast experience managing people, policies and procedural workflows, and was instrumental in the development of an internet-based electronic platform in 2016 to modernize regulatory affairs functions related to licensing and alcohol education. Throughout her career Tisha has overseen significant regulatory, legislative and technical implementations, becoming an adept and effective leader in change management.
Tisha earned a degree in paralegal studies and is a 2005 graduate of the commonwealth’s Leadership Development Institute, a professional development program providing select commonwealth employees demonstrating great potential with opportunities to explore leadership theories, concepts and techniques.
Tisha enjoys spending quality time with family, friends and pampering her 10 grandchildren. She is also excited to start her new journey as volunteer Court Appointed Special Advocate for kiddos in the dependency and juvenile systems.
